A number of Russian entities – scientific and research facilities – “have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States.”
The sanctioned entities include: 33rd Scientific Research and Testing Institute; 48th Central Scientific Research Institute, Kirov; 48th Central Scientific Research Institute, Sergiev Posad; 48th Central Scientific Research Institute, Yekaterinburg; and State Scientific Research Institute of Organic Chemistry and Technology.
The move is based on a number of factors, including the involvement of targeted faciltiies with the Russian military, chemical weapons and biowarfare program. The sanctions package includes restrictions on export, reexport, and transfer of goods posing risk to U.S. national security.
In April 2020, the U.S. Department of State said it believes Russia continues to develop chemical weapons, concealing data on chemical weapons stocks, as well as maintains an offensive bacteriological weapons program.
On August 25, Mike Pompeo commented on the poisoning of Russian opposition’s Alexey Navalny: ” The United States is deeply concerned by reported preliminary conclusions from German medical experts that Russian opposition activist Aleksey Navalny was poisoned. If the reports prove accurate, the United States supports the EU’s call for a comprehensive investigation and stands ready to assist in that effort.”
