Russia continues deploying materiel of the 41st Army at the Pogonovo testing ground in the Voronezh region. According to available information, the materiel will be deployed at least until September, in the course of the strategic exercises “West-2021”.

The personnel of the 41st Army can be withdrawn to Voronezh within a few days. Taking into account the units permanently based near the border of Ukraine with the Crimean peninsula, it means that the possibility of deployment of Russian regular troops in Donbas or the territory controlled by Ukraine exists.

 The Russian Federation had also announced the withdrawal of troops from the Ukrainian border in May 2014. However, not all forces were withdrawn then. The Russian Federation shelled Ukrainian units across the border in July 2014, and then separatist forces in August were reinforced and invaded Donbas as part of several battalion tactical groups.
